Mayor Joe Lockwood
Posted Tuesday, January 6, 2015 1:44 pm
Mayor Joe Lockwood, Milton

Full article here

It's hard to believe 2015 is here. But I guess time flies when you're working as hard as Milton building the future of our great city. The coming year is going to be huge for us, and today I want to tell you about some of the great things you can expect from our city.

Remember, if you don't see a project or issue you care deeply about mentioned here, make sure to connect with us socially. We use Facebook, Twitter, YouTube, Instagram and Flickr to bring you nearly anything you'd ever want to know about your hometown. Check it out sometime - you'll be glad you did.

1. New facilities: From the Bell Memorial Park expansion to the new Milton Senior Center to the Broadwell Pavilion, all the way to our new City Hall, in 2015, we will see a lot of projects moving forward or to completion in Milton. We have a wealth of information at the city's website about exactly what's going into these projects, so I encourage you all to visit and take a look.

2. Leading the standard in local government: We continue to strive for innovation in the ways we connect with residents and provide services, and 2015 will be no different. Over the next 12 months, we'll make tremendous progress in our efforts to engage transparently 24 hours a day, seven days a week, 365 days a year. We'll update our Strategic Plan, roll out a new, responsive website built for your busy lifestyle, lead the fire department through an Insurance Services Office (ISO) review and select a new chief of police. Each one of these initiatives gives Milton's staff and elected officials the exciting opportunity to interact with residents on a new and deeper level.

3. Intersection improvements: In 2015, you'll see us take serious steps toward improving your trips through Milton at heavy commute times. Early spring will bring completion of the Birmingham Highway, Providence and New Providence roundabout. Construction is slated to begin on a major overhaul of the Crabapple Crossroads, and we'll start buying land needed for an improvement the intersection of Birmingham and Hopewell roads - one of our most requested projects.

Well, that's all the space they'll give me. But, I want to make sure that each and every one of you knows that Milton's City Hall is your City Hall. This staff is your staff. We're here to serve you. Don't ever hesitate to contact us or a staff member to find the information you need.

Here's looking to a great 2015!

Final Highway 9 planning meeting set for March 7 Milton Georgia

Attention residents who want to be heard when it comes to the future of Highway 9: The fourth and final meeting of the City of Milton's Ga. 9 Livable Centers Initiative (LCI) study will take place March 7 at Milton's City Hall.

The meeting begins at 6 p.m., said City Planner Michele McIntosh-Ross. Click here for directions to City Hall.

"This meeting will bring to an end the public workshop process of this study," said McIntosh-Ross. "If you have not made it a priority to attend one of these meetings, this is your last chance before the draft plan is created."

McIntosh-Ross said the draft plan containing public input from each of the four meetings will be presented to City Council at its work session March 12. There will be a subsequent public hearing where residents can provide public comment on the draft plan April 9. Staff will request the plan be adopted with revisions from the previous two meetings April 23.

This is the fourth and final public workshop held as part of a planning study of the Ga. 9 area from Bethany Bend in Milton to Mayfield Road in Alpharetta and the areas east of Ga. 9 to Ga. 400, which includes Deerfield Parkway. The study is funded by a $100,000 LCI grant (with a $25,000 city match) awarded to Milton by the Atlanta Regional Commission in February 2011.

The LCI grant program provides funds for small area studies to determine strategies that link transportation improvements with land-use development. Ultimately, these studies aim to help improve the livability and sustainability of the area.

After the completion and adoption of the plan, the areas become eligible for additional money to implement the transportation projects identified in the study.

Forsyth, Milton show residential permit growth

Neighboring communities happy with end-of-year construction numbers

MILTON/FORSYTH COUNTY, Ga. – Two neighboring communities are finishing the year in the black when it comes to residential construction permitting.

Forsyth County and city of Milton planning and development officials say their area has seen an overall positive outlook when it comes to new home permits.

"We will permit a few more homes, more homes than last year," said Tom Brown, director of Forsyth County Department of Planning and Community Development.

Commercial permits are a bit harder and a bit more misleading, Brown said.

"You could have a commercial permit for a Walmart and a commercial permit for someone doing a dumpster enclosure," Brown said. "A residential unit is pretty comparable."

In the case of a residential construction, one may be taking about a detached home, an apartment or a townhome.

"You're talking about a new household coming online," Brown said.

Percentage-wise, it may seem like a small increase, but it's still more than the previous year.

"The good sign is that people still find this area attractive, people want to move here," Brown said. "Compared to other counties, we are doing much more activity. Regardless of people's opinions, people want to be here."

In Milton the picture is a little different. While commercial numbers for building permits dropped off significantly from 2010 to this year, residential spiked. New homes got a small bump, but the real jump in construction came from additions and extensions of current homes, including pools and garages.

"Not a lot of commercial businesses are spending money right now [in Milton]," said Wade Greene, chief building inspector with Milton. "Instead we're finding people are adding on to their current homes. They decided they can live with their home for another couple years."

Green said the numbers are a far cry from the boom of 2007, but still not as bad as 2008 or 2009.

Milton resident issues 9/11 challenge

September 08, 2011
MILTON, Ga. - Tammi Kimsey has thrown down the gauntlet and issued a challenge to the residents of Milton – fly your flag on Sept. 11.

Initially, Kimsey wanted her neighbors in the Avensong subdivision to take part. But that wasn't enough.

"After thinking about it more, I decided that I didn't want to just see Avensong accept this challenge, I wanted to see the entire city of Milton accept it," Kimsey said.

"Ten years ago, in the days after Sept. 11 happened, I remember how almost every home had their American flag flying proudly to show their patriotism and the solidarity our country had," said Kimsey. " I remember the feeling of pride I had seeing so many flags. And I want to honor the almost 3,000 who lost their lives on Sept. 11 in New York City, Washington, D.C., and Pennsylvania."

Now, 10 years later, Kimsey's son-in-law, Lt. Paul Christian Ritter, is serving overseas in the Navy, and his deployment has caused him to be largely absent for his newborn daughter's life.

"He has missed out on all of her 'firsts,'" Kimsey said. "The first time she rolled over, first time she started crawling, first tooth and she's very close to her first steps."

For all that time, his wife – Kimsey's daughter, Nicole, a Milton High School graduate -- has had to raise the child alone at their home in Washington state.

"I want to honor Christian's service to our country, and the service of the millions of men and women who voluntarily agree to put their lives and the lives of their families on hold, and are willing to go into harm's way in some of the most hostile environments, to keep a 9/11 from ever happening again," Kimsey said.

"On the anniversary of that horrible day, let's honor those that lost their lives, as well as all the military men and women who have given the ultimate sacrifice, their lives, during the fight against al-Qaeda in both Iraq and Afghanistan so that we can all feel safe here in the U.S," she said. "Let's have every home fly their American flag with the same pride they did 10 years ago."

Stay busy this weekend in Milton

Residents have two events Oct. 16: Mayor's Run and Rivers Alive

MILTON, GA., Oct. 14, 2010 - Saturday, Oct. 16 is going to be busy in Milton, with two events helping build a stronger community: The 2nd Annual Milton Mayor's Run and River's Alive 2010.

2nd ANNUAL MILTON MAYOR'S RUN
The 2nd Annual Milton Mayor's Run begins at 8 a.m. sharp in the parking lot of the Kohl's at the corner of Ga. 9 and Deerfield Parkway (10397 Ga. 9 North) with a 5K run. A 1K fun-run for younger children will begin at 8:45 a.m., or immediately following the finish of the race. CorePhysique founder and Milton Fitness Camp coach Kolleen Riddick will warm-up racers before the start.

Spots are still available for runners, and race-day registration is encouraged. The cost is $25 for the 5K run and 1K fun-run. That fee includes food and fluids after the race and a quality, moisture-wicking T-shirt with an event logo designed by Milton resident Andy Furman. Proceeds benefit the Milton Parks and Recreation Department.

Awards will be given to the 5K male and female Open and Masters winners and top three finishers in 14 age groups ranging from under-10 to 70-plus. All finishers in the 1K fun-run receive ribbons, while the top five racers under 12 will be awarded medals.

Results and photos from the race will be posted Monday morning on the City of Milton Web site, www.cityofmiltonga.us.

Drivers in the area should expect delays on Deerfield Parkway from 8 to 9 a.m., as there will only be one lane open in each direction and no left hand turns from Ga. 9 to Morris Road. In addition, there will be no through traffic on Webb Road at Deerfield Parkway.

RIVERS ALIVE 2010
After the race, why not pitch in to keep Milton clean and beautiful? The "Rivers Alive" waterways cleanup, education and protection program will take place from 9 a.m. to 2 p.m. on Saturday, as well.

The Milton Grows Green Committee (MGG) is co-sponsoring the event with Bailey Farm & Gardens, Inc., which has been involved with the project for 13 years. Rivers Alive 2010 will kick off from its traditional location at Bailey Farm & Gardens, 255 Hickory Flat Road, one mile west of the Birmingham Crossroads.

Everyone, regardless of age, is welcome to this unique, hands-on opportunity to learn more about our Coosa River watershed and help improve the quality of our drinking water.

Depending on age and capabilities, volunteers will be assigned to predetermined local waterways to remove debris deposited from upstream and left by passers-by. Waders and boots will be a plus for those who want to get in the river. Volunteers should wear appropriate shoes with good traction, as the river banks are slippery.

For younger participants there will be an opportunity to apply storm drain markers in a local neighborhood.

Milton begins fall paving Sept. 27

Milton will begin its fall paving schedule beginning Monday, Sept. 27, said Carter Lucas, Milton's director of Public Works.

Lucas said three roads will be affected: Hickory Flat Road from the Fulton County line to Birmingham Highway (Ga. 372); Thompson Road from Hopewell Road to Tabbystone Place; and Morris Road from Webb to McGinnis Ferry roads.

Click here for a map of the areas affected.

"Paving operations are expected to last approximately two weeks on each section depending on weather," said Lucas. "The project will begin on Hickory Flat, move to Thompson and finish on Morris."

The roads will remain open during the paving, but will be reduced to one travel lane. Motorists are encouraged to use alternate routes if possible during the construction period, he said.

"But if you must drive through the construction zone, use extreme caution and please drive slowly," said Lucas.

These portions of Morris, Thompson and Hickory Flat roads are ranked No. 2, 3 and 4, respectively, in the city's pavement management plan approved last year by City Council. The $1.121 million contract for the projects is to be carried out by Blount Construction Company.

City of MIlton - Property tax bills to be mailed Sept. 20

The City of Milton will mail property tax bills Sept. 20, said Milton Finance Director Stacey Inglis. After receipt, residents have 60 days to pay the bill without incurring penalties.

"Recently, we've had a number of citizens ask when they will receive their city property tax bills, because they have already gotten their Fulton County tax bill," she said. "We wanted to make sure everyone knows they have not missed anything."

Inglis said Milton has recently switched its financial accounting software, which pushed back the billing cycle slightly. The switch has also disabled the city's online tax bill payment system.

"I do not have a timeline for when it will resume," said Inglis. "But I assure every citizen in Milton we are working very hard to get it back up and running as soon as possible."

In the meantime, residents still have three options available for paying their bill:
By phone: Call 678-242-2500 and ask for the Revenue Office.

By mail: 13000 Deerfield Parkway, Suite 107G, Milton, GA 30004. Please make check(s) payable to City of Milton. Mail both the tax stub and your check or money order.

In person: Finance Office: 13000 Deerfield Parkway, Suite 107G, Milton, GA 30004. Hours: Monday-Friday, 8:30 a.m. to 5 p.m.

City of Milton unveils new Web site

MILTON, GA., Aug. 30, 2010 - The City of Milton today unveiled a new Web site at www.cityofmiltonga.us.

The new site, which boasts a bevy of features and options for residents looking to connect with their community and city government, is the culmination of months of work and planning involving every city department.

"This has been a very big job. I think the citizens of Milton will like what they see," said Communications Manager Jason Wright. "We tried to open the doors of every department via the Web site, and hopefully our residents and business owners will appreciate the difference."

Users will notice big changes right off the bat, with a new layout and fresh photos - many of which were donated by residents - gracing the front page. To see a slide show of donated photos used in the Web site, click here.

Wright said the Web site is built with ease of use in mind. On the front page, there is now a search function, an "I want to" drop down menu taking users to the most popular site features and an interactive calendar. These three options are also available on every interior page.

"We didn't want users to have to 'drill down' very far to get needed information for our most common questions," Wright said. "If, for instance, you want a special event permit, are interested in a zoning case or want to pay your taxes, it's all right there on every page."

Inside, users will find expanded pages with full department head biographies, complete listings of staff with contact information and comprehensive information about everything the City of Milton's government oversees, including the trail plan, comprehensive plan and transportation projects.

But that's not all. There are also new maps, updated permit applications, membership rosters for volunteer boards and much, much more. And that's not to mention the full menu of social media options now available for residents - Facebook, Twitter, Flickr and an RSS feed. All will be updated regularly with vital city information, so sign up and plug in.

To visit the City of Milton's new Web site, simply type in the same address you have always used - www.cityofmiltonga.us. If you have any questions about the new site, contact Wright at 678-242-2523 or by e-mail at jason.wright@cityofmiltonga.us.

MPACT program gaining members

Neighborhood watch groups flourish

MILTON, GA., Aug. 23, 2010 - The Milton Police Department's MPACT (Milton Police And Citizens Together) program has begun to take hold in several neighborhoods across the city.

MPACT is the Milton Police Department's way of organizing and conducting neighborhood watches. It works by creating a network of residents - normally a Homeowners Association - specifically assigned as that neighborhood's point of contact for the Police Department. They report information to each other and police, and distribute information from authorities when needed. In turn, the Police Department is able to provide information and training specific to that particular community.

To schedule a meeting in your neighborhood, contact Community Officer Andrew Phillips. He is available by calling 678-242-2505 or e-mailing andrew.phillips@cityofmiltonga.us.

There is also an online form for residents looking to schedule a meeting with Phillips available at the city's Web site, www.cityofmiltonga.us. Residents may sign up by clicking on "Forms," then choosing "Police Department Community Outreach Program" under "Online Forms."

You may also click here.

Just a few months into the program's launch, Avensong and Fairmont, neighborhoods on Deerfield Parkway and Ga. 9 respectively, are the program's most successful partners, said Phillips.

"The commitment of people like Howard Drobes in Avensong and Tina D'Aversa in Fairmont have been instrumental in making those neighborhoods our most active," said Phillips. "We hope other communities will see the work of these groups and create a similar network in their own neighborhoods."

Firefighters hit streets to 'Fill the Boot'

On Fridays and weekends from Aug. 13 until Labor Day, Milton's firefighters will be at major intersections raising money for the Muscular Dystrophy Association's (MDA) "Fill the Boot" drive.

All you have to do to help out is toss them some change - a small act that adds up quickly.

"Milton residents have proven to be some of the most generous people in the state," said Milton Fire Chief Robert Edgar. "Last year alone we raised $48,000, which put us second in the state over much larger and older departments."

In just three years, the City of Milton Fire Department has raised more than $113,000 for MDA, which uses the money to aid local children and adults affected by neuromuscular diseases by providing wheelchairs, leg braces, clinic visits, support groups and a chance for children to attend Camp Walk-N-Roll.

"For the last three years The City of Milton's firefighters and citizens have shown a dedication unmatched by any city in the metro area," said Milton Lt. Chris Coker. "What our small community has been able to accomplish has not gone unnoticed. The few hours we spend each year in the heat and sometimes intimidating roadways make a tremendous difference in the lives of these children."

Edgar said each of the three shifts of Milton firefighters are competing to see who can raise the most money. They will choose the intersections each day based on traffic and ease of use, though drivers should expect to see them at Windward Parkway and Ga. 9, in Crabapple and at the Birmingham Crossroads.
